Direct quotes from people involved and eye witnesses
Criteria
Make title stand out (different font size, make it want the reader to continue reading)
Add a picture that will make the reader want to continue reading (mug shot, devastation, children)
Add enough information to keep the readers interest, but don't add to much so that they want to stop reading
Add things that happened in the past that will clear up actions that took place (murderer being in mental hospital, gunman buying a lot of bullets over the last few weeks)
Break the article up into sections. The reader may only want to know about a certain part of the story, not the entire story
Use quotes to help prove points and let the reader know how people really felt.
